PARAPHRASE TELEGRAM from the Governor of Hong Kong to
the Secretary of State for the Colonies.

feels compelled however to request to beallowed not
to accept it. Almost the whole of his training and
?experience has been in the Secretariat; and although
he has acted as Treasurer for one year he feels some
doubts as to his ability to handle such large financial problems as seem likely to ?arise in Palestine.
Moreover at the present rate of exchange of the dollar his pay on the sliding scale plus allowance as Clerk
of the Councils is now equivalent to £1875 per annum. Acceptance of the post in Palestine would therefore
involve an actual immediate loss, as well as loss in pension and loss of prospective acting pay as Colonial Secretary. I desire to add that owing to the political
situation in Canton, I foresee that there will be a very difficult and critical period ahead and I consider that his transfer from Hong Kong at this time would be a very serious loss to the Colony. I earnestly hope that when the post of Colonial Secretary here falls vacant in a few years time you will appoint him to that post. I do not think I am mistaken in stating that he would prefer that post to any other in the Colonial Service. Your telegram of the 4th of April refere.
